Substitute Teaching
You need to hold a valid Teaching Certificate or Substitute Certificate to be a substitute teacher in Illinois. You must register your Substitue Certificate in the county in which you wish to substitute teach. A person holding a Substitute Certificate may teach in place of a certified teacher under contract for a maximum of 90 days in each individual district. The city of Chicago is excluded from this limitation. Applicants may obtain a Temporary Employment Authorization from their regional superintendent who will determine if the applicant qualifies for certification.
To obtain a substitute certificate
Anyone interested in obtaining a Substitute Certificate must have a bachelor's degree from an accredited 4-year institution. A Substitute Certificate is valid for 4 years and may not be renewed. Upon its expiration, the holder must apply for a new certificate.

Official transcripts (in a sealed envelope) identifying the completion of a 4-year degree from an accredited institution.

A money order or certified check for $30 made out to the State Superintendent of Education.

$20.00 cash or check to register your certificate for 4-years in Will County. Checks should be made out to Will County ROE.
If you have previously held a Type 39 – Substitute Certificate and your certificate has expired, you may be able to apply for a new certificate on the Educator Certification System (ECS). Log in or create a username and a password on ECS. Click on Applications. Go into Substitute Certificate applications. After you have provided the required information you will be required to use a credit/debit card to finish the transaction. The application fee is $30.00. Once you have been issued a certificate number, you must register the certificate with the Regional Office of Education. Click on register certificate, provide the required information, and use a credit/debit card to pay the fee ($20.00). If you have any questions, please feel free to contact this office.
NEW SUBSTITUTE TEACHER LIST POLICY
Effective July 1, 2010, all applicants for the Will County Substitute Teacher List must be willing to serve as a Substitute Teacher in all schools in Region 56 (Will County). Failure to comply with state laws, follow school policies, and/or continued refusal to substitute teach in a particular school district may result in removal from the Will County Regional office Substitute Teacher List.
To be placed on the Will County Substitute Teacher List:
Anyone interested in substitute teaching at all school districts in Will County should sign up at the Will County Regional Office of Education. The Will County R.O.E. compiles a list of available substitute teachers and provides it to the school districts in Will County. To sign up, you must come in to the office.
The following items are needed:
1. Completion of the Substitute Information Form. This includes a Physician's statement of good health and freedom from communicable disease including tuberculosis (signed by a physician and not date over a year).
2. Acknowledgement of Mandated Reporter Status.
3. Employment Eligibility Verification, Form I-9 (two forms of identification are required in person, i.e. drivers license, passport, social security card, or birth certificate.)
4. Substitute Teacher Permission Form.
